Recruiting is far more than 50% of the story if you are talking about being decent to pretty good. Meaning strong recruiting can turn a below average program into an above average one without the coaching being particularly good.
But when you are talking about going from pretty good or good to excellent/elite, all the other stuff (fundamentals, culture, scheme, S&C, etc.) is more important.
Put another way, strong recruiting is necessary but not sufficient to have a top tier program.
I watched Mack Brown take over the Texas program and turn it from a terrible joke under Mackovic to a pretty strong program on the basis of recruiting alone. But Brown still got routinely embarrassed by better coaches (Stoops, Snyder) until Vince Young came along. What Vince could do on the field was critical, but he also was a team leader that instilled a culture that Brown couldn't or wouldn't.
