Steel is a global commodity...putting a tariff one country's steel is meaningless because the bit that does come here will go somewhere else and the stuff that its displacing will just show up here. Its probably why China's steel doesn't come here directly to begin with...several former presidents have slapped them specifically with tariffs in the past.
