Snark aside I think above average is probably about right. I would maybe say average to above average. Eason didn't elevate that team but he wasn't the biggest problem with it either.
The bizarro world loss to Cal put a damper on the start to the season but Skinny started out hot and the BYU and USC games were his best
Then losing three of four to Stanford, Oregon, and Utah pissed everyone off. But Browning could do that too under Petersen. Those games weren't lost by the QB. Skinny did like to try to force it in there but the pass offense was retarded. Penix had some big picks too but UW won the games except UCLA and ASU where Penix had big pick 6s
Closed strong and stayed for the only bowl win since Gil Dobie then went to the draft.

Technically, yes, he's "stuck in the league", and least for now. And even this is more than I expected. But he's barely a ham & eggs player.
