Cool story, but alas, there’s more to it than the men being loathsome to go streaking.
Men’s Rowing is basically controlled by the Eastern Association of Rowing Colleges (EARC). The EARC is mainly Ivy schools, plus a few other that "think" and “care” about Men’s Rowing- e.g., Wisconsin and Navy. Outside of the EARC programs, only Cal and Washington really care enough about Men’s Rowing to compete for NT’s and these two schools have pretty much dominated the sport for the past 20 years (except for a few years when those rich, preppy, Mark Zuckerberg haters were really good). The Eastern schools have never really felt there’s any benefit to going the NCAA route for the men, and keep in mind Ivy schools don’t even have “athletic” scholarships, rather, they have academic based financial aid. In terms of Cal and Washington, they have a number of full-ride scholarships that are privately endowed- i.e., they don’t affect Title IX numbers. Furthermore, it’s not like a bunch of schools on the West Coast are going to add men’s crew as a Varsity Sport (currently only UW, OSU, CAL and STAN have varsity programs on the west side) if it became NCAA. For women, however, it’s the ideal title IX equalizer, hence the NCAA benefit.
Speaking people not caring about rowing - the average college sports fan does not - but there are enough rich, old white dudes that do. What other non-revenue sport at Washington would be to offer full ride scholarships w/o funding for this from the athletic department budget?

Cal rowing fans travel like Nebraska classy to an Orange Bowel, outnumbering Washington fans 5 to 1 EASILY. And there's the creep: ostensibly wearing the colors of the small New England DIII college he was technically there to watch (fuck off - no more information for you), yelling like a mother fucker with the other 8 Washington fans who showed up as the Husky women just fucking annihilated the division 1 field.
