I guess Darnold is pretty good. I haven't seen him much but I heard and watched a little of the AZ-USC gayme. Falk is obvioiusly good but he's a system qb. People said BJ Simmons and @KkkliffKkklingsbury were good (also Leach QB's) too. Browning is definitely an all-Pac 12 contender right now though.

He's also still a true sophomore. Doogness alert, but until five or ten years ago, the expectations weren't sky high for true sophomores. They didn't win Heismans anyway. They were expected to be competent and maybe pretty good, but not the best quarterback in the country or even conference in most cases. He's still learning and improving.
