The reason UW has been "too young" more often than not is failed recruiting and development. When too many of your recruits flameout or stay with the team but suck, you are forced to play first or second year guys.
Just look at the current team if proper recruiting & development took place.
On offense you'd have a returning QB, returning WR in String or someone else who was recruited instead of String and any of the OL that Sark whiffed on 2012 (Garnett, Banner, Harlow, Nembot). All of those OL are returning starters for their schools. Thats a total of 6 guys. Adequate recruiting and development would have resulted in 3, while Petersen gets 4 or 5.
On defense, the 2011 and 2012 recruiting particularly at LB and DB was atrocious. Last year's D was very experienced except at DB. In a normal scenario you'd have had a legit safety next to Butta and another CB.
So you are looking at up to 8 starters not returning because of poor recruiting and development. Thats why there is so much youth.
But still, since Miles had a noodle arm and his YPA was over 1 yard less than than Price's in 2013 (in part due to said noodle arm not being able to hit passes beyond 10 or 15+ yards consistently), it would've really helped the O if Miles was a good runner. But he wasn't. Price wasn't a runner either but at least he could spin the ball pretty well and hurt some teams consistently through the air.
Also, Miles had roughly 44% more carries in 2014 than Keith Price's highest amount of carries in one season (82). So since Miles was so ineffective carrying the ball, it hurt that much more because he carried the ball that many more times than Price did.
OTHO, Price threw the ball 352 times (8.4 ypa) in 2013 while Miles threw the ball 329 times (7.3 ypa) in 2014.
So the offense went from throwing it more with greater success in 2013 to seeing less throws and more runs from a QB who wasn't dangerous with the ball and had a long of just 22 yards in 2014.
In summary, Miles didn't really do anything well except for pumping up his completion % with short passes and bubble screens (while also avoiding longer passes, which tend to lead to higher INTs).
Miles had a weak arm, didn't show an innate ability to command an offense, and worst of all, carried the ball 118 times for just 307 yards with a long of only 22 yards.
No matter who our QB is next year, I have to imagine they won't suck up 118 carries with so little to show for it.
I'm disappointed that there are posters here who actually agree that Miles running was "worst of all." You guys do realize UW had the worst passing offense in the PAC 12, no? And yet somehow his rushing is the biggest problem? Fuck me runnin Cocker!
Keith Price career rushing: 223 carries, 99 yards. His senior year, 82 for 108, 1.3 YPA. And that was his best rushing season. Miles had the same OL as Price did his senior year. Obviously Price wasn't a runner, but you get the picture. Care to explain how Miles' rushing was a huge problem? He sucked all around, but his running was the least of his problems. He was an average runner for a QB. He was terrible at everything else.

He gets to keep his scholarship due to the "injury-forced retirement". Methinks he just didn't want to play anymore and Petersen didn't want him anymore but Petersen is a nice guy so he didn't tell him to GTFO

To be honest, I thought James Sample and Taz Stevenson looked developed. Both could have played and Butta would have been a true freshman this year with 4 years to play instead of being a Junior next season

Budda still would have played. For one, he's way better than Stevenson. Stevenson was good enough to start for a 3 win Hawaii team, but he still sucked. And even if Budda somehow didn't start, he would have been the first safety off the sideline and still would have played special teams.

Possibly, but Taz was the best safety on the field that day and Sample is in the NFL
