who cares opposing fans take up 20-30 percent of seats. Big $ to the program, that gives them the ability to do everything they need to become better at football.
Name a west coast team/venue that doesn't have the same phenomenon.... transplants, people like to travel to west coast cities, etc.
Dodger Stadium, Warriors, Lakers, etc.
I happen to think Big 10 will reinvigorate the local Seattle UW fanbase quite a bit though, especially with the new teams coming in. -

Wisconsin, Michigan, Ohio State, UCLA, USC, Penn State, Michigan State, maybe even Minnesota and Nebraska all are games that will move the needle.
