But it does when the Constitution provides that the federal government has a specific power - such as enforcing immigration law. If you had more than 8k of RAM in what passes as your brain then you would remember when Arizona, among others, tried to use state law to close the border with Mexico. The Supreme Court ruled that only the federal government could enforce immigration laws.
