With that previous regime that mattered a lot because when they whiffed on their top targets they pretty consistently settled for the lowest hanging available fruit. I don't think this regime is as likely to do that, as evidenced by the much larger number of offers given out for one thing.
The corollary that I’d add to the principal of landing your top targets was how important it was to stack talent in the rooms
It’s never about Player A or Player B making it or not … it’s about making sure that through competition that the cream rises to the top (as the Macho Man so eloquently taught us all) -

Basically said hes taking visits. Oregon, Arizona, and UCLA pushing for him along with UW. But he says hes still 100% "locked in" with Notre Dame.
