a) the fine print of the article (I read it because I lead a miserable and pathetic life) explicitly say the WHO does NOT have the authority to to override national sovereignty
b) they are STILL going to recommend lockdown-type restrictions as the official policy to deal with influenza-type pandemic events - despite two full years worth of data detailing that strategy doesn't work.
People forget the WHO is owned by the CCP and BG3. Not sure what is worse. EWPFT.

I think a more likely scenario that would play out would be the US gives up its decision making to the WHO, but then actually gives the orders to the WHO for what to impose. Then US can say our hands were tied. At least in times when the left is in charge. -

Patient compliance is an issue for doc's in the sense that when they're treating you, they want you to get or feel better. But if you're non-compliant, most are of the opinion that that's on you. They've done their part. I've had this discussion with many docs. They only reason for a chip to monitor compliance would be government control and for insurance purposes.
