I think the real plan is to get Costello and bridge the gap before Huard and Garbers battle it out next year. If Morris somehow is better, him too. I think Sirmon has always been the odd man out, even now. Even if Costello doesn’t come, I don’t think he starts.

Although I don't think the QB battles is settled at all, the Huskies will have only three quarterbacks on the roster this season, and one will be 18 years old and another is a constant portal threat. Although he'd definitely get the chance to compete for the position, I don't think it's a foregone conclusion at all that Costello would be given the starting job. For whatever reason, Sirmon was the backup last year after Haener left, not Morris. Maybe that was just politics to reward him for not portalling (portaling?), but it is a datapoint.
Either way, the entire offense from the ground up is new this year, so a QB competition will start from ground zero, not some advantaged position for those who "know the offense." Even Garbers will be on level footing, coming in in the spring. Occam's razor suggests they need numbers at the position, and the one who performs best in spring/fall will get the job.
And one or two of the others will transfer. -

If you are a #2 in college football in today's world and younger than the #1 you are nuts to transfer. The likelihood of a starter lasting the entire season is small, and unless you have a body of work/hype some other school is willing to bet the farm on you are either going to transfer to a small school or transfer into the same situation somewhere else.
If you can't win the number #2 job though...

Options? Sure. Leverage? What leverage? Again, no player, transfer QB or otherwise, has ANY leverage the second they sign on the dotted line. In fact, Costello will have among the least amount of leverage on any roster he joins, as there will be no chance of returning after the season. The Huskies have three quarterbacks on the roster. They've thrown a combined, what, two passes in college? Maybe they think Costello is better than what they have, but my point is that this isn't necessary for them to want to go out and get him. There are plenty of other reasons to want to take a transfer--high profile or not--such as getting your numbers where you want them, increasing level of competition in the room, having a known quantity to fall back on if none of your young guys can hack it as a starter, etc. The simplest reason for bringing in a transfer would be "why not?" If he's the best guy, great, you just upgraded at QB. If not? Oh well, just a one year rental anyway. -

Hornibrook’s 2017 stats are comparable to Costello’s 2018 and he was only a soph. And he led Wisconsin to a 13-1 season. Chryst also looked very good after winning the Stanford job in the second half of 2016 before getting injured in 2017.
Wimbush was a big recruit and one time starter at Notre Dame who it was thought would be a good fit in Heupel’s offense at a lower level. Interestingly he started the opener but then lost his job to a true freshman. -

Costello might have a slightly better resume than a Hornibrook or Chryst but he is nowhere near the league of a Hurts or Fields.
