You can't do that. What you will find is only something to the effect that "Congress does hereby authorize the Census bureau to promulgate regulations... blah blah blah" .... there is never an explicit lawfully stated authorization.
Now just because that funny little billionaire man says to put a citizenship question on the ballot does not mean it ever passed Congress and it certainly as we know is not in the Constitution.
Some bureaucrats thought it up and did it. That does NOT mean that it is Constitutional although I concede it might be "legal" but again, Congress never passed such a law. That's what led to the Supreme Court and the decision. -
