"Blue Shirt" is basically saying if you enroll and walk on this year we promise that as soon as a scholarship opens up next year we'll give it to you.
"Grey Shirt" is going to a JC , online schoo, etc. and taking a few classes, but not enough to start your clock for a year. That year is used to getter better academically, physically, or both.
This says blue shirts are on scholarship immediately, they just count against next years scholarship limit as long as they aren't 'officially recruited'. They basically show up on campus as a walk-on but are given a scholarship, weird loophole.
