It's a safe bet that the US and South Korea would easily prevail in an Korean War Part Deaux, provided the Chi-Coms don't cross the Yalu again. But seems highly unlikely that the artillery in caves and bunkers pointed at Seoul is a Potemkin Village. Limited resources or not, building and testing a bomb that is 7 x Hiroshima power is evidence of some level of capability. If you can do that, it's not likely that the capability to wipe out the capital of S Korea is a myth.
