    Sure, you can say that. But you have to see from that graph that labor participation rate follows its own course, not based on who is in the White House. It has to do with broader trends like demographics (the baby boomer surge, then early retirement), the influx of women into the workforce, technology, and globalization. Those are things over which presidents, Democrat or Republican, have limited control. It would be just as silly to give Carter credit for the greatest rate of increase in labor participation, or to give Clinton credit for presiding over the period of the highest level of labor participation.

    College enrollment has been steadily increasing during the same time-span as well. Students decrease the labor participation rate too.

    It's quite a reach to say the Trump quote in the second paragraph was a commitment to keep every single Carrier job in the US. But either way, this isn't very newsworthy.
