It has to do with broader trends like demographics (the baby boomer surge, then early retirement), the influx of women into the workforce, technology, and globalization. Those are things over which presidents, Democrat or Republican, have limited control. It would be just as silly to give Carter credit for the greatest rate of increase in labor participation, or to give Clinton credit for presiding over the period of the highest level of labor participation.
