Tribes establish their own rules on being a tribal member. You can have Indian blood and not be a tribal member, as you stated. There are some tribes that do not require blood lineage. I know of 2 in Washington state alone. Some are as high as 1/2. I know of one tribe in southern California that is 1/2 and this is the last generation. They'll be extinct in 80 years or whenever the last person right now that dies.
