The difference between the 2 institutions is staggering ...
UW's generally self sufficient on their own and get to break even status on an annual basis. While UW gets just slightly more in state appropriated funds than WSU ... UW's operating revenue is about 6x that of WSU. It's really staggering. On top of that, WSU has been bleeding some cash over the last 3 years and if you do a little poking around you'll notice that they've basically been operating without any kind of firm budget process and it has allowed expenses to really at a level that surprised everybody.
