I think the point is that premiums rose dramatically under Bush and then Obama campaigned (lied) that he'd fix the healthcare problem but the dreck has continued.
The base was so high after the premiums rose 100% under Bush that a projected 47% increase is also inexcusable, especially Big Government Libs hung their hats on the ACA.

Probably what bothers me most is that we have such a convoluted, screwed up, byzantine health care system that a mile wide but an inch deep.
With Medicare and Medicaid already over 50% of health care spending, it may actually make more sense to go to a single payer. Either that, or privatize the whole dang thing. What Obamacare did was make the problem worse since there are still 19 million uninsured....people who are too lazy or stupid to sign up (except for those who do the cost-benefit analysis and would rather pay $695 in fines in 2016 rather than sign-up for heftier premiums....the fines will continue to go up though).

So according to your chart they increased 41% under 7 years of Obama (on pace for 47% in 8 years) and 100% under 8 years of Bush...

I like how LIBS don't understand compound interest. I also like to blame the 1% whilst not understanding how compound interest might work against me in the bidness relationships with the 1%. I do this.

Every country in the world that uses single payer health care pays less than the US per capita. It's the pretty obvious answer.
And has, on average, a higher quality of health care.
Much of the US health $ goes to keeping people alive for an extra month because too many americans aren't willing to except the next stage in their harmonic energy. They should do more yoga and just fucking LEAVE when their time is up.
And in the case of poasters on this bored, it isn't like those extra 30 days are going to help you see the day when the UW wins a Rose Bowl again.
