If the Press had any fucking integrity they would never allow this and would boycott any press briefing that had pre-screened questions. They aren't supposed to be PR flaks for the Administration who just "report" what's in the official WH press releases but many in the press believe that's their role when a Rat is in the WH.
If they seek to limit questions, the press should revolt. But knowing some of the questions in advance is sort of a nothing burger without some indication of a sinister motive.
