This program has been around but it was hard to get referrals in a timely manner and I wasn’t able to choose as many services or providers. Now it’s easy and I don’t need a second referral to get more sessions, the providers can make that arrangement with the VA.
I use to have to drive over an hour each way to get care of this kind and would often have to cancel appointments because of Bay Area traffic and family life.
Upon signing the Act Trump said this:

What I think is particularly diabolical about this NFA expansion proposal, is that it might not be explicitly unconstitutional. It is absolutely against the spirit and intention of 1A, don't twist. This isn't an outright ban, but registration and control under NFA. The tracks were laid with the regulation of machine guns. While I don't want people running around with machine guns off the rack, it's always bothered me that weº have accepted the regulation small arms and that this rationale could be extended further.
