This is what I've been told by the person who does my taxes (wife). I finally got the 1600 or whatever it was a few weeks ago and transferred it to the hookers and blow fund and moved on.

I would imagine that poor people file electronically through a paid preparer to get there upfront refund loan and their earned income credit. If they are poor and don't file how does the government know if they qualify and where to mail the check? If they had automatic bank deposit no humans need to be involved. You know poor people have a tougher time with the bureaucracy? They don't make it easy on themselves or those trying to help them.
