My fucking check got sent to sweden, I had to get someone to go steal the mail from my old apartment, take photos and email, and then I submitted digitally on my banking app.

I would imagine that poor people file electronically through a paid preparer to get there upfront refund loan and their earned income credit. If they are poor and don't file how does the government know if they qualify and where to mail the check?
If they had automatic bank deposit no humans need to be involved.
You know poor people have a tougher time with the bureaucracy? They don't make it easy on themselves or those trying to help them.
