Voting by mail is fine. HOWEVER. It takes time to get all of the right systems in place to ensure legitimacy. The first is making sure voters that are being registered are legitimate and aren't receiving multiple ballots at multiple addresses. That is why voter ID is a must, especially when you are mailing it in. You also have to have a database of signatures set up to match when the ballots come in. You have to have the machines and staffing set up to count the ballots accurately. This doesn't happen in a month. It takes almost all year to set up effectively.

The other thing about mail-in voting, NEVER has there been cases of finding undelivered mail. The mail is always delivered on time - damn the weather.
