I assume substantially all of those medical personnel who were furloughed are involved in non-covid and otherwise non-essential medical fields. Like all other workers getting the shaft, they need to be looked after accordingly.
Not sure what the alternative is. The only way to keep them employed is to proceed with non-essential medical operations that will only intervere with the covid response and further strain hospital capacity.

That's an odd conclusion to draw. Given that the articles OP linked mentioned that most of them were administrative workers, my hunch is that someone closer to the ground and more informed in hospital operations determined that Sally in payroll isn't going to help aid the effort.
