Banning gatherings of 250 or larger is a violation of the first amendment right to peacefully assemble. Jay "The Snake" Inslee can advise us, but we are not his subjects to command.
Nearly everybody will heed the advice because good ideas don't require force.
Note that to violently enforce these bans he requires exposing even more people to the large group. It can't be enforced without being self-defeating of the quarantine itself.

This virus has a case mortality rate significantly higher than the swine flu did so if it did reach those sort of numbers the fatalities would be exponentially higher than we saw from H1N1.
