Pistols are reactionary weapons. They are carried because it can be with you and keeps your hands free. Long guns such as rifles and shotguns are for fighting. If you know your going to a fight you bring a long gun. Police are often called to known circumstances and rifles are very appropriate. Shotguns too. It's like golf different clubs for differing circumstances. At my department we carried both in a dual rack in the car. -
