California has high rates of poverty because it has high number of illegal and legal immigrants with low job skills. Also the very generous welfare benefits the state offers are a magnet for parasites. California was the only state to not see a large drop in it's welfare rolls after the 90s Welfare reform because Clinton allowed California to exempt itself. While welfare rates were plummeting across the country they stayed steady in California and that's how the state ended up with 1/3 of all welfare recipients. -
