If you want to sympathize with business owners affected, I'm with you, but your claims about tax revenues are a little ridiculous.
Needle exchanges save money overall and prevent epidemics. The Veep finally relented in Indiana, though his considerable, evidence free delay is blamed for a lot of deaths.
Even things that work can be improved. But you and blob are on the wrong side of this. Race is going to shoot up regardless. Do you really want him contracting HIV as a consequence? -

You also have to factor in the social chaos and resulting increasing lawlessness that arises when a city just cedes an area to open criminal activity. As the broken window theory of policing showed, if there is a perception in the community that laws aren't being enforced and that social order has broken down that will result in increased criminal activity from those people who would have been deterred from committing crimes in the first place. Allowing an open air shooting gallery to exist, and refusing to prosecute people for property crimes and public deification has increased the amount of other criminal activity in the city, thus decreasing the quality of life and negatively impacting commerce in those areas. AIDs isn't the only disease these degenerates contract and the city is on the hook for all of their afflictions.
SF is now attracting junkies on account of their refusal to enforce their laws. the increase in criminal activity and social disorder also costs money and negative impact on the quality of life for law abiding citizens. -
