    California is a sovereign state. None of it’s debt has recourse to anyone other than its taxpayers.

    The US government doesn’t care about any California debt (bonds, pensions, leases, opebs, notes. Etc.) none of it has any recourse anywhere, anywhow or to anyone. Ever.
