Here's the article to back up my claim. Short story is it depends where they are manufactured. Panels from China are dirtier because of coal fired generation. Chinese regulations are also pretty lax so who knows how much of the waste from over manufacturing is just getting dumped

It's good to see that the 200 Billion in green energy subsidies had one success story and didn't either go banko or get snapped up by the Chinese for half a penny on the dollar.
