Federal block grants are given based upon the qualifications set forth in the block grant. The Feds can't compel local PD to enforce Federal law, and unless the block grant states specifically that the local jurisdiction has to enforce Federal immigration law, then the grant must be awarded.
There's also a thing called the Antideficiency Act which might come into play.
Finally, even if the block grants did require local PDs to enforce Federal immigration laws, I'm not sure that would be Constitutional because it would essentially Federalize local law enforcement, because border control and immigration are excusively Federal purview.
Last, not that I gave a fuck about tranny bathrooms, but equal protection doesn't come into play here. You need to have a state actor and a protected class. If the previous administration decided to extend protection to trans people, then the rationale of the 14th Amendment would apply. I think it was applied to trans people through Title IX, which the executive can affect through executive rule making.
I have a feeling this might be the first administration to go Owen Everything in the courts at the rate they are going. It's like they don't have any lawyers at all, or are too obtuse to listen to them.
