    If going through the entire process made Cohen the top candidate, then so be it.

    To not go through the process and offer Cohen makes it an uninspired hire with alternative motives IMO.

    Government entities and educational institutions are notorious for 'going through the process' and making shit internal hires. By definition, 'going through the process' means this shit internal hire was rubber stamped weeks ago. The 'process' just makes the other shit internal hires feel important justifying yet another shit internal hire.
