TLDR, a handful of heating oil companies have been ripping off consumers through a scheme in which the delivery truck driver has a "gauge" rigged to report more oil than the customer actually received.
44 of these profiteers (cough cough job creators) were just busted.

Could also be racketeering, in fact the NYTimes article that is linked inside the article I linked said the investigation was done by the Racket Bureau: "The investigation, which was handled by the Rackets Bureau in the district attorney’s office, began in February 2013 with a tip from a confidential informer in the oil industry" -
