The old saying is that we fight the last war. In the 90's we still had cold warriors in the State Dept and CIA who were schooled in mutual assured destruction and balance of power politics where we fought the Soviets by proxy and vice versa. In Korea and Vietnam we adopted a let's not actually win the war approach partly because of the proxy war mentality.
We stopped Israel from winning the three times they were invaded and left in place the mess that has only grown to what we have now.
When Bush 1 and Thatcher took Saddam out of Kuwait they once again stopped short of the goal line and left him in place punting the problem down the road.
Bush 2 fought half a war when we finally decided to kind of fight after 9-11. Obama undid that.
America and the world can no longer fight to win because it is a horrible and graphic field of death and destruction that nobody knew about until WW2 was over and 50 million people were dead. Today we would negotiate with Hitler and ignore the death camps and sign treaties with him.
We had embedded media as we went into Iraq. Its well known I supported that invasion thinking that perhaps we would play to win. I'm surprised that I am surprised that we didn't.
Having blathered on let me say that we still need to project power and leave troops like we should have done in Iraq or we get the chaos we have now. We still have troops in Europe and Asia and it isn't an accident that there has been peace there for longer than any period in history, save for some NATO skirmishes in Bosnia and stuff
