He signed up for an account but was not approved. Those type of accounts allow for giving up votes/down votes but that's all.
I told him $250 is the price because of his threats and nonsense over the past year through email. He says he can't afford it. He emailed me today wishing the site good luck and saying he will go away and never ask to be reinstated again. Which means he will apply again in about 72 hours. -
