So even though he was ranked a 4 star recruit by Rivals and Scout, he only had offers from UW, Vandy, Boise State, and Arizona. I always look at offers more than I do rankings (Danny Shelton ranked as a 3 star by Scout, wtf) but KJCS committed to Vandy early in the process since his brother was their incumbent QB there in 2013:

After Franklin left Vandy after the 2013 season, KJCS committed to Petersen on January 22nd, 2014 so he basically had a year and a half where he had largely shut down his recruiting:

On the outside, we obviously don't know if KJCS (or Browning) has "IT" when it comes to CFB but one has to imagine they do based off of the QB play Petersen got out of his guys before coming to UW.

No offense.
If I recall right, he went to high school at a fairly brainy place in the Bay Area.
I firmly believe that being a good QB is as much (if not more) about things outside of your athletic ability than your athletic ability. Sure, you have to be able to have a good/great arm, etc. to be a QB. But your ability to read defenses, manipulate defenders, inspire confidence in your teammates, and get your team out of bad plays and into good plays.
TL, DR version: just read what Tequilla said.
I actually looked up the school's wikipedia page to verify my memory, I saw that Nick Holt, Football Genius, is actually an alum.
And for whatever it's worth, I know UCLA recruited him pretty heavily as they were scrambling for QBs last year. They took someone else but they definitely were recruiting him late.
