- OK, Trump knew, but nothing came of them, so there was no collusion. No collusion!
- OK, there was some collusion in the campaign. But Trump specifically didn't collude!

They knew it was opposition research paid for by the DNC and the Hillary campaign and the knew that none of it had been verified. They intentionally kept themselves in the dark in order to maintain plausible deniability. That's the game Comey has been playing from the very beginning. And it's the same game Rosenstein and Sally Yates are playing when they signed off on the renewing the FISA warrants.
