I think Rome is a lock in this one because of the lasting influence on the course of human history. Mongols win in terms of sq miles conquered in shortest period of time, although the Caliphate was impressive in this regard as well. Britain leads in terms of ruling over the most population and needing virtually no army to do it. Spain just got lucky and was in the right place at the right time.
