If you feed them they will come! They're just like cats and most live this way by choice. They like to get drunk, do drugs and have no actual responsibilities. People give them handouts and feed them so they stay. Word travels fast and they come in droves.
A nice water tanker truck used for wetting construction sites down loaded with pepper spray would clean that place out in minutes!
