In 1860, the Indian Territory had a population of 55,000 Indians, 8,400 black slaves owned by Indians, and 3000 whites. In 1861, as the American Civil War began, Texas forces moved north and the United States withdrew its military forces from the territory. Confederate Commissioner Albert Pike signed formal treaties of alliance with all the major tribes, and the territories sent a delegate to the Confederate Congress in Richmond. However, Confederate Brigadier General Stand Watie, a Cherokee, captured Union supplies and kept the insurgency active. Watie was the last Confederate general to give up; he surrendered on June 23, 1865.[18]

During the Civil War, Congress passed a statute (still in effect) that gave the President the authority to suspend the appropriations of any tribe if the tribe is "in a state of actual hostility to the government of the United States … and, by proclamation, to declare all treaties with such tribe to be abrogated by such tribe." If you run the simple numbers ther are 29 states that will never produce a national champion.

8 states with a small shot have another FBS program in their border to fuck with each other just enough.

4 of the states primarily rely on other states for talent.

That comes out to 9 states with a legit shot consistently.

Ohio, California, Oklahoma, Texas, Louisiana, Alabama, Florida, Georgia, and Tennessee.

Since the BCS started tOSU, USC, OU, Texas, LSU, Alabama, Florida, Florida State, Miami and Tennessee have accounted for every National Championship. Everyone made fun of Georgia for not winning one because of their talent level.
