Where did I say they are corrupt? If SCOTUS were to rule in favor of the decision, it’s clearly unconstitutional and we’re at a new place in how the executive branch is run. Article II would be illegitimate according to the highest court in the country.

Actually I am reading through the 68 page ruling and the judge doesn't say that. He acknowledges JFK created USAID but that in 1998, "Congress specifically established USAID in statute through the Foreign Affairs Reform and Restructuring Act (FARRA) of 1998."
He then talks about what the Executive Office and Secretary of State could do under FARRA but also says, at the bottom of page 43, "Since FARRA, Congress has not granted the President direct statutory authority to reorganize, reconstitute, consolidate, or abolish the agency. Indeed, Congress has rejected efforts to eliminate USAID outright."
If the White House appeals this to the Supreme Court, I see them losing. It's a shame but if the White House drags this out long enough, most of the grifters will likely move on to more productive jobs that don't rely on American taxpayers to fund their lifestyles. Then USAID could be a leaner, meaner org with only those who love the USA remaining. Instead of a spending $40 billion per year, perhaps spending only $5 billion would force the org to actually account for where the money is going.

The big issue is that the Constitution does not grant executive power to Congress. Congress has spending authority but the administrative authority is with the President. Leftards wish to believe that a government agency can run independently and have no outside supervision. There is no Constitutional authority for this.
