Both started and then continued with phucked up rules of engagement where in war zones, American soldiers were treated like policeman and basically were required to have to endure the first shot. Can't take out the suicide bomber then a few days later our generals and whichever CIA/State Department twits and attorneys they report to decide to off some family with a drone strike.
We were in Afghanistan starting with Bush and through the Trump's administration. Trump was leaving and we had no dead Americans in his last year or two. But we still had phucked up rules of engagement and tried to convert Afghanistan into New Hampshire. The neocons were still driving the bus under Bush and then most of the Trump administration. That attitude and the ROE was why we had dead soldiers at the airport. Same people told Clinton he couldn't take out Bin Laden.
Again, what about the ROE prohibited this sniper from taking out a threat, other than a stand down order?
You’re conflating two things in this specific instance. I totally agree on the restrictive ROEs from 2003-2022 being absolute bullshit, bit those have nothing to do with the suicide bomber not being killed as troops were fleeing Kabul.

Seems sort of binary to me. Those in the field are constrained by incompetents until someone dies.
"Hey, can I take the shot."
"No, you can't."
Then the same incompetents off an innocent family for political purposes.
Trump also put an end to most hostilities by meeting with and threatening the head of the Taliban.
He got the same results if not better than just changing the ROE's.
