California has proportional representation in the House of representatives to it's population. Waaaay more than Wyoming... congratulations!
California on the state level is 1/50 of states represented in the Senate and has proportional representation of 1/50th that was what you got and agreed to to be a part of the Union
It was designed to be this way so states like California and New york don't make the rules for 48 other states and overrun their sovereignty.
All 50 states are like little countries that formed a coop…that means cooperation together, it doesn't mean you get to take over.
It's a Union of states with equal representation in the senate and then each state gets to make it's own rules for it's state respectively and sends representatives based on population and demographics.
I know you lefty's don't like not being able to control everything but we let you ruin California already.
Commiefornia does have a bigger say than other states but they don't get to bully everyone else.

Wyoming has more weight per capita than California in the House, Senate, and electoral college. All these things are true. I'm not arguing against it, that's just how it is.

We'd have to have consistent voting laws too. At least now, a state's decision to have lack of any internal controls has an upper limit of risk.
