Reagan was willing and able to spend and bleed out the USSR without losing American lives after LBJ and Nixon failed badly in SE Asia.
Kuwait was about oil. That much is painfully obvious. George HW wasn’t going to allow Hussein to control that market in the ME and we lost blood and money there.
Somalia and Bosnia were mostly humanitarian initiatives during the Clinton admin. Minimal loss of life on our side but plenty of money spend
