Question - if the punting team takes a delay penalty in a situation where they value eating up game clock more and the 5 yds. is no big deal, and then the receiving team declines it, is the time that is run off added back to the game clock?
Since I'm no Hugh Millen either, wondering why you wouldn't take the delay of game, maybe even twice, in that situation. But if the decline means the seconds go back on the game clock then of course you don't do it. Even I don't need Hugh Millen for that.
As to the clock, probably some Duck involved in clock management would be my guess. I'd bet that Ramming PR chick got one of her buddies a job at Husky Stadium for this very purpose. Seems likely IMO. -
