People aren’t lining up to fly ... and they certainly aren’t lining up to fly to places where typical activities when there aren’t on the table
In this case, the decision for Hawaii was effectively to isolate allowing the rest of the economy to remain open or stay open and operate at limited capacity levels

I know exactly which island she’s on and she’s right that it is economic suicide and for what? Yes, Kauai has limited medical facilities but there are ways to limit the spread without killing the economy.
I recently talked to a guy on Kauai who is loving the isolation mostly because he’s well off and still producing income. He’s not a native Hawaiian but a transplant. Meanwhile, I can think of a ton of native Hawaiians I know who aren’t working right now because there is no tourism.
