There's not enough information in that video to determine one way or other. A person was shot, the courts now have to sort out.
Regardless of intention or instigation, shit like this is going to happen, unfortunately. There was video last week of protestors blocking a freeway, and then breaking out windows of a minivan trying to pull occupants out. No place for the car to escape. -
