The only thing I can imagine is someone at the top thought he had barricaded himself with some hostages. Everyone just stood around waiting for the next command.
I never heard of a hostage negotiator called in though, so who knows if I'm full of shet. I'm just trying to decipher why 376 officers stood around for so long. ALL of them weren't cowards right? There has to be something else going on.
