I was under the impression the state wanted to kill football, so breaking up the schools and sending the best ones to be bottom-feeders in the Midwest was their best option.
At this point the only thing happening with the Mountain West would be a few schools getting invited if Arizona's want to leave. Pac schools will stick together because live college football inventory is still valuable enough that at worst Apple or Amazon will give them enough to keep Washington and Oregon. Utah is our minion and will stay if we stay.
